Access to drinking water: example of a French conurbation

The water board for the conurbation of Charleville-Mézières-Sedan - a network of around 700 kms - has chosen Locken to secure all of its sites.

The mission of the Water Department of the Urban Community of Charleville-Mézières-Sedan is to produce and deliver almost 30,000 m³ of drinking water every day to 130,000 citizens in 65 municipalities on a continual basis and in accordance with the quantity and quality requirements according to the industry regulated standards...

To guarantee the quality of this essential service for the consumers, the key factors include securisation of sites - 64 collection stations, 86 storage tanks, 42 pumping stations - and access management

This is why the board opted for the Locken solution: launched in late 2012, the project has now been rolled out to 70 scattered and isolated sites, meaning that access by numerous users can be rigorously managed.

Olivier Jarre, head of the department, explains: "The Locken solution meets all of our needs: it enables each member of personnel to have a single key for all sites and external companies can enjoy total autonomy while complying with the regulations related to drinking water sites. Moreover, the fact that cylinders are power-free ensures their fail-safe operation whatever the weather, especially in winter. Timestamping of access means the entries of each individual can be controlled if necessary. Finally, if the key is lost or stolen, it can be deactivated which renders it totally inoperative, hence guaranteeing the security of drinking water sites".

The Locken solution was successfully installed at some 350 access points since only the cylinder is replaced with no requirement for door modification. The Locken cylinders easily adapted to the wide variety of existing locks comprising different types of cylinders and padlocks.

As of today, it is used to manage 10,000 monthly entries by internal and external stakeholders. A second ongoing phase in the project is devoted to rolling out the solution to drinking water installations in municipalities which have recently joined the inter-municipal structure of Charleville-Mézières-Sedan.
